Court Says Man Can Whistle, but Can't Stand Still

Robert Smith likes to whistle as he walks around downtown, but it's the volume of his melodies that is causing a problem. Business owners complained to police that Smith's whistling was so loud, it was scaring away customers. A court agreed his behavior was classified as disorderly conduct, but under a plea agreement allowed Smith to continue his jolly jaunts, as long as he doesn't whistle while standing still.
