No, there is no sign this was a terrorist act, Gov. Kathy Hochul said at a late afternoon news conference.

Two people were found dead inside the vehicle that crashed and blew up, a law enforcement official told the Associated Press. At her press conference, Hochul said they have been identified as western New York residents.

In a statement issued by Hochul's office after the incident, the New York State Department of Transportation said the Rainbow Bridge and Peace Bridge were closed, as well as the Lewiston-Queenston and the Whirlpool Bridge. At her news confernece, Hochul said the Peace Bridge had reopened but the Rainbow Bridge remained closed as police continued investigating the large scene with far-flung vehicle parts.

A witness, Mike Guenther, told WGRZ-TV that he saw a vehicle speeding toward the crossing from the U.S. side of the border when it swerved to avoid another car, crashed into a fence and exploded.
