PUCT begins accepting notices of intent to apply for Texas Energy Fund In-ERCOT Generation Loan Program

May 1—AUSTIN — The Public Utility Commission of Texas is now accepting Notices of Intent to apply for the Texas Energy Fund (TEF) In-ERCOT Generation Loan Program. Potential program applicants must submit an NOI between May 1, 2024, and May 31, 2024, on the TEF Portal and the PUC Interchange to be considered for an In-ERCOT Generation Loan. Resources to support applicants are available on the TEF Online website.

Through the In-ERCOT Generation Loan program, eligible entities can apply for a loan to finance new construction or upgrades to existing dispatchable electric generating facilities within the Electric Reliability Council of Texas (ERCOT) power region. The NOI informs the PUCT of an entity's intent to apply for a loan, it does not obligate an entity to apply for a loan or guarantee approval of a loan application. More on the application process, project eligibility requirements, and evaluation criteria can be found in 16 TAC §25.510, which was adopted on March 21, 2024.

The In-ERCOT Generation Loan Program is one of four TEF programs created under the Powering Texas Forward Act, which was established by the Texas Legislature through passage of Senate Bill 2627 in 2023. The TEF provides grants and loans to finance the construction, maintenance, modernization, and operation of electric facilities in Texas both inside and outside of the ERCOT power region.

The PUCT will begin accepting applications for the In-ERCOT Generation Loan Program on June 1, 2024, and initial disbursements for approved loans will be issued by Dec. 31, 2025.
