Prosper ISD school board president resigns after he’s arrested on child indecency charge

The school board president of Prosper Independent School District has resigned after he was arrested Wednesday on a charge of indecency with a child/sexual contact by the Dallas Police Department.

Dallas police received information on April 14, 2022, regarding a 16-year-old being inappropriately touched by Andrew Wilborn, 43, when Wilborn was an executive pastor at Antioch Church in Dallas, police said in a news release.

The investigation led to Dallas police obtaining an arrest warrant for Wilborn. An arrest warrant affidavit obtained by WFAA-TV said that Wilborn is accused of rubbing his penis against the victim over her clothes while they were at a church event. Detectives also interviewed a church employee who alleged that Wilborn harassed her at work, according to the warrant. The church fired Wilborn after learning of the accusations.

The 16-year-old is not a student with Prosper school district, according to school officials. The district told parents Thursday in an email that Wilborn resigned from the school board, effective immediately.

Wilborn was elected to the Prosper school board in 2021. It’s unclear whether he has an attorney.

The Proper school district said in the email that its board will conduct a special meeting Jan. 31 to determine its path forward regarding the now-vacant position. The district said it was unaware of the accusations against Wilborn until Wednesday afternoon.

“We feel the same shock as our community,” district officials said in the email. “The remaining members of the Board of Trustees want to reassure our community that we are determined to move forward together to re-establish the trust that our community deserves.”

In a statement to WFAA, Antioch Church said, “We condemn abuse in any form and are profoundly committed to the safety and welfare of our entire church community. In addition to policies in place to protect men, women, and children who attend Antioch Church, we require all our staff and volunteers to undergo rigorous screenings, including regular criminal record and background checks, and complete mandatory training to help maintain a safe environment.”

This is not the first allegation against someone connected with Prosper ISD in the past year. A bus driver with the district was arrested in August after he was accused of sexually assaulting two students.
