Clovis Commission greenlights multi-million dollar loan

Apr. 20—Clovis City commissioners Thursday unanimously approved an agreement to borrow $3.6 million from the New Mexico Finance Authority for infrastructure improvements in the city.

The action came at a regular session of the Commission.

City Manager Justin Howalt said the city has participated in the borrowing program for 12 years, paying the loan back with monies from the state's share of city gross receipts taxes.

The purpose of the borrowing is for "Acquiring, constructing, reconstructing, repairing or improving municipal streets, storm drainage and sanitary sewer."

In other business:

— Mayor Mike Morris asked that an item be removed from the meeting's consent agenda.

Commissioner Gene Porter made the request on the item dealing with the contract renewal between the City and Global Spectrum regarding the Clovis Civic Center.

After the meeting, Porter explained he believed time is needed to "thoroughly review the contract and make/request changes to the agreement if needed before the existing contract expires in June."

— Commissioners voted unanimously to table a request for a beer and wine license for a restaurant on Llano Estacado Boulevard.

Maverick LLC doing business as Mamacita's, 901 E. Llano Estacado Blvd., is applying for the "type A" license.

Even though the previous occupant of the address, Fat Boy's Barbecue, held the same type of license, Morris raised concerns over the presence nearby of a Montessori school.

The action was tabled until the commission's next meeting, May 2.

— Commissioners voted to renew Touchstone Golf's contract in running the Colonial Park Golf Course.

The contract expires April 30.

The renewal is for a five-year period and costs the city $6,500 per month plus "possible incentives."
