Neenah city attorney charged with third- and fourth-degree sexual assault, placed on leave

OSHKOSH – The Neenah city attorney faces three sexual assault charges in Winnebago County Circuit Court.

David Rashid, 61, is charged with two counts of third-degree sexual assault, a Class G felony, and one count of fourth-degree sexual assault, a misdemeanor, both as domestic abuse.

According to a criminal complaint, the offenses took place between 2017 and 2022.

Rashid has been placed on administrative leave pending a review of the case, Neenah Mayor Jane Lang announced Wednesday. The Neenah Common Council plans to meet Wednesday evening in closed session to discuss the investigation, according to the Common Council's agenda.

Rashid's initial appearance is scheduled for 8:45 a.m. May 13.

The city of Neenah hired Rashid in August 2022. Prior to his time as city attorney, Rashid was a Winnebago County assistant district attorney, according to city records.

The Neenah city attorney before Rashid, Adam Westbrook, also faces separate criminal charges.

Westbrook was arrested in February, and is charged in federal court with distributing child pornography. He was Neenah's city attorney from 2018 to 2022. Most recently he was the Outagamie County human resources director.
