Longtime U.S. government employee accused of sexually assaulting more than 20 women, storing hundreds of photos of victims on iCloud account

A longtime U.S. government employee has been accused of sexually assaulting more than 20 women in Mexico City over the last decade in addition to storing hundreds of photos and videos of his alleged victims on his phone and iCloud account.

In court documents obtained by NBC News, federal prosecutors called Brian Jeffrey Raymond an “experienced sexual predator,” who should remain behind bars ahead of his trial. He was arrested earlier this month after authorities in Mexico City responded on May 31 to reports of a “naked, hysterical woman desperately screaming for help” from the balcony of his apartment, leased by the U.S. embassy in 2018.

The victim, who appeared to be drugged at the time, later told authorities she met Raymond on the dating app, Tinder. She said she blacked out shortly after taking a glass of wine from the suspect, and a subsequent medical evaluation revealed that she had several injuries and appeared to have been sexually assaulted.

Raymond, who said the encounter was consensual, was detained by Mexican police but returned to the U.S. the following day.

Another woman told authorities she similarly met Raymond on Tinder back in 2017. She also blacked out after a glass of wine during their date on May 14, leaving her unaware that Raymond had taken off her clothes and photographed her naked.

Her images were among hundreds uncovered on Raymond’s phone and iCloud account during an FBI forensic analysis of his devices. They also found 25 video fragments of naked unconscious women, dating back to 2011.

The pictures and clips, the most recent of which are from this year, show at least 21 unconscious women, according to court documents. Some appear to show Raymond inserting his finger into their mouths or waving around their limbs to show they are unconscious, officials said.

Others see Raymond naked while he manipulates their bodies, according to the documents.

The analysis also showed his search history was full of phrases like “passed out black girl” and “Ambien and alcohol and pass out."

Raymond is currently facing one count of coercion and enticement, but prosecutors said they believe there to be more victims and expect to file additional charges.

It’s not clear which agency Raymond had been working for, but according to court documents, he’d been a government employee for 23 years and worked in six countries.
