Heavy rain, wind knock out power for thousands in Rhode Island. Follow for updates.

A storm that brought heavy rains and wind to the region Friday night and Saturday morning has left tens of thousands of Rhode Islanders without power and inundated more streets following flooding from a previous storm on Wednesday.

According to Rhode Island Energy's power outage maps, more than 23,000 Rhode Islanders were affected by nearly 100 power outages spread throughout the state as of 8 a.m. By 5:30 p.m., the number of affected customers had dropped to 4,966, with 132 active outages, mostly clustered in the southern half of the state, especially in Narragansett.

The National Weather Service forecasted maximum wind gusts of between 40 mph inland in Providence to up to 47 mph on the coast in Charlestown and even 53 mph on Block Island.

Johnston neighborhood ordered evacuated

The entire Belfield Drive neighborhood in Johnston was ordered evacuated on Friday afternoon by Mayor Joe Polisena Jr., who wrote on social media that the vehicles they had been using to get to residents, including a Humvee, have been "incapacitated by the water" and that emergency responders could no longer reach them in an emergency.

"Residents will be provided alternative living quarters until a makeshift road is completed," he wrote.

National Weather Service issues coastal flood warning

The National Weather Service issued a severe coastal flood warning, from 7 a.m. to 1 p.m. on Saturday, as the storm moved through the region, with warnings that minor flooding can be expected in low-lying costal areas and some coastal roads will be impassible at high tide

The Pawtuxet River is likely to reach 12.5 feet on Saturday morning, with the National Weather Service warning of flooding in Warwick and Cranston, especially, in Warwick, on Pioneer Avenue, Bellows Street, Venturi Avenue, and River Street; and in Cranston, on Wellington Avenue and Avery Road.

In West Warwick, flooding is expected on Daisy Street, the lower ends of Canna, Begonia and Aster streets and portions of Providence Street, to Route 2.

By 6:45 a.m., the Pawtuxet River was at 10.6 feet. It floods at 9 feet.

On Wednesday, the Pawtuxet River in Cranston crested at 14.13 feet, well below its record of 20.8 feet. It is predicted to reach its highest point on Saturday night, at 13.5 feet.

Providence road closures due to flooding

In Providence, road closures have been reported at Valley Street near Delaine, the corner of Hartford and Pocasset avenues, Branch Avenue at Route 146, and Charles and West River streets.

At Charles Street in Providence, at the Home Depot, the West River went over its banks and flooded the road. At least one driver tried to get through and got stuck in the middle of the road. Home Depot was still open, through a side entrance.

At the Branch Avenue Plaza Shopping Center in Providence, next to the West River, the smell of spicy seafood from Crazy Crab wafted over deep puddles in the parking lot. The plaza is a perennial source of flooding, and water in the back parking lot was at least 6 inches deep, but many of the businesses in the plaza were open.

Urban Wine and Spirits, a liquor store that previously had been flooded, had sandbags to the side of its building, but its doors were open.

Valley Street, in front of the Rising Sun Mill, is a site of frequent flooding.

Power outages scattered throughout Rhode Island

Power outages are developing throughout the southern portion of Rhode Island through both East Bay and West Bay. The largest cluster of outages is in South Kingstown, southern Narragansett and Charlestown, where nearly 8,000 customers are without power. Another large swath of about 4,000 customers are in the dark in Westerly along the Connecticut border, along with another 1,400 farther north along the Connecticut border in Hopkinton.

Outages in East Bay are smaller and more scattered through Portsmouth, Bristol, Warren and Barrington.
