The notice said, "A significant portion of borrowers have low interest rate first mortgages, and the proposal would allow those homeowners to retain this beneficial interest rate on the first mortgage and avoid resetting to a higher rate through a cash-out refinance."

By purchasing these second mortgages, Freddie Mac would encourage lenders to offer more of these products, potentially leading to better rates and terms for borrowers – part of a broader effort to adapt to changing market conditions and offer more robust support to the housing market.

How Do Second Mortgages Work?
