Excelsior Springs officer was shot on one week anniversary of marriage, loved ones say

One week after an Excelsior Springs police officer was wed, he was shot twice while on duty.

On Oct. 1, Officer Andrew Stott was shot in the hand and shoulder while executing an arrest warrant, authorities said.

Now, after undergoing an arterial repair to his right shoulder and at least two surgeries on his left hand, loved ones are asking for financial help from the community to support Stott and his new bride, who is taking time off work to help him heal, according to a GoFundMe online fundraiser.

“He has a great attitude that will help with recovery and a wonderful support system in their families and friends,” the fundraiser reads.

As of Monday morning, the platform had raised $4,290 of the Stott’s $5,000 goal.

The man who allegedly shot at and wounded Stott was shot in the head by another officer during the incident and died the next day. He was later identified as Carl J. Carrell, 65, of Excelsior Springs, Sarah Boyd, a spokeswoman with the Clay County Sheriff’s Office, said in a news release.

Traffic stop leads to shootout

The Oct. 1 incident began when Stott and another officer located Carrell around 5 p.m. in the parking lot of a Price Chopper near Kearney and Crown Hill roads, Boyd said. Carrell had a warrant out for his arrest for allegedly assaulting a law enforcement officer.

The officers tried to stop Carrell, but he pulled out of the parking lot onto Kearney Road, Boyd said. When both police vehicles tried to stop Carrell, police said Carrell fired at the officer in front of him, Stott, striking him in the shoulder and wrist.

The other officer in the vehicle behind Carrell fired back and hit Carrell in the head, Boyd said. Both Carrell and Stott were hospitalized.

Two teenagers at the scene the night of the shooting told The Star they heard about five to seven gunshots before the injured officer came to their car and asked for help putting a tourniquet on his arm.

“Both of the cops were pretty shaken,” one teen, William Donegan said. “I think everyone was shaken in this situation … It was quick but very tense.”

An investigation into the shooting is ongoing.
