Cardiff riot – latest: Nine arrested after Ely residents clash with police over bike crash

A total of nine people have been arrested so far over the riots which followed a road crash which killed two teenage boys in Cardiff, South Wales Police has said.

Four teenagers were arrested around the time of the disorder, which saw vehicles set alight and clashes with riot police, while a further five – aged between 16 and 29 – were detained early on Thursday morning and are being held in custody on suspicion of riot, the force said.

It came as the mother of one of the teenagers who died in the e-bike crash in Ely hit out at South Wales Police, alleging that they “killed” her son, 16-year-old Kyrees Sullivan, who was killed in the collision along with his best friend Harvey Evans, 15.

The force has said that a police van seen behind the two teenagers was half a mile away when that crash happened, and maintained there was no police vehicle on the road of the crash at the time.

John O’Driscoll, Harvey Evans’s great-uncle, said: “What happened on Monday with the riot, that was wrong.

“The boys were wrong, but it was out of frustration.

“It was because a lot of the boys get abused by the police around here and so that’s why things kicked off,” Mr O’Driscoll said.

“Harvey was my great nephew, we have a big family and we’re all close.

“They were just young boys. Everyone rides bikes and scooters around here.

“Yes we find them annoying but that’s just what they do, but as soon as those coppers saw they had no helmets they should’ve stopped.”

A crash that killed two teenagers appears to have “sparked” the rioting seen in Cardiff on Monday evening, the Police and Crime Commissioner for South Wales has said.

Police faced what they called “large scale disorder” after receiving reports of a collision on Snowden Road in Ely around 6pm on Monday, with tensions reaching breaking point as cars were set on fire and fireworks were shot at officers.

Alun Michael told BBC Radio 4’s Today programme on Tuesday morning: “My understanding is that there was a road traffic accident involving two teenagers on an off-road bike or scooter and sadly, they died. That’s an incident obviously that is being investigated in its own right.

One Thousand people gather at vigil for two teenagers killed in Ely crash

Around a thousand people have gathered for a vigil at the spot where Kyrees Sullivan, 16, and Harvey Evans, 15, died in a road crash in Ely, Cardiff.

Many mourners are holding blue balloons and wearing white T-shirts adorned with pictures of the two boys, who died when their Sur-Ron electric bike crashed.

The mothers of the teenagers have asked that there be no people on Sur-Ron bikes at this evening’s vigil in Snowden Road.

The families have also requested the police are not present.

Dozens of blue and orange flares have been lit as the families of Harvey and Kyrees arrive on foot at the scene where hundreds of floral tributes and messages have been left since Monday.

Hundreds of blue balloons have also filled the sky in tribute to the teenagers and some fireworks have been set off.

Several people were in tears as the balloons were released and a moment of silence was held before the crowd broke out in applause.

In an update on its investigation into what led up to Monday’s fatal crash, the Independent Office for Police Conduct (IOPC) said it was investigating:

- The nature of the police interaction with the two boys prior to the collision and the appropriateness of the police officers’ decisions and actions

- Whether at any time the decisions and actions of the officers in the police vehicle constituted a pursuit

- Whether the interaction between the police officers and the boys was reported appropriately by the officers prior to and following the collision

Ely community meeting begins with ‘moment of reflection’ after boys’ deaths

A meeting between public officials and community representatives after the deaths of two best friends in Cardiff sparked a riot has begun with a “moment of reflection” for the teenagers.

Mark Drakeford, the First Minister of Wales, is chairing the meeting between local politicians, agencies, and community groups, including Ace (Action in Caerau and Ely).

He is being joined by Welsh Government Social Justice Minister Jane Hutt, as well as Kevin Brennan MP, who represents the Ely area, South Wales police and crime commissioner Alun Michael, ward councillor Russell Goodway, council leader Huw Thomas and council chief executive Paul Orders.

A Welsh Government spokesman said: “The meeting started with everyone marking a moment of reflection for the family and friends of Kyrees Sullivan and Harvey Evans.”

On Friday evening a vigil and balloon release has been planned to pay tribute to the boys.

In a Facebook post, a friend of the families said: “We know tensions are still high right now. But we ask if for the balloon release people can keep their anger inside.

“The mums asked if no Sur-Rons can be seen around out of respect and let us all come together for the love and life that they had here with us.”

In a statement released on Friday, Independent Office for Police Conduct (IOPC) director David Ford said: “Our thoughts and sympathies remain with the family and friends of Kyrees and Harvey, as well as all those affected by the loss of two young lives in such a close-knit community as Ely.

“Our investigators have been conducting inquiries and securing evidence in the immediate vicinity of where the events took place, speaking to local residents, distributing leaflets and gathering as much relevant information as possible.

“I am truly grateful for the co-operation and assistance we have received from people within the local community. We would welcome anyone we haven’t yet spoken to yet, who believes they have footage or witnessed anything relevant between 5.35pm and 6.10pm on Monday, to come forward to us.

“We are working hard to establish the exact circumstances of what took place in the period leading up to the collision. I would like to reassure everyone in the community that our work will be thorough, impartial and independent of the police.”

Police look to define ‘pursuit’ after CCTV shows van before crash

The police watchdog is investigating whether actions taken by officers involved in a road crash which killed two teenage boys in Cardiff could be defined as a “pursuit”.

The Independent Office for Police Conduct (IOPC) said it was investigating four key questions about the actions of South Wales Police, including “whether at any time the decisions and actions of the officers in the police vehicle constituted a pursuit.”

The watchdog is also investigating the “appropriateness” of the police’s interaction with 16-year-old Kyrees Sullivan and 15-year-old Harvey Evans prior to the collision that killed them, and whether the interaction was “appropriately reported” by officers.

The IOPC investigation will also look at if the actions of South Wales Police were “in line with legislation, local and national policies and procedures.”

It comes as CCTV footage released on social media appeared to show a police van following an electric bike on Frank Road in Ely minutes before the crash.

South Wales Police said it would review the footage but that there were no police vehicles on the road of the crash when it took place.

In the aftermath of the riots in Ely, Cardiff this week, some social commentators took to Twitter to point the finger at a range of societal ills that they felt played their part in the build-up to the collective violence.

Claims of “deprivation”, “distrust” in authorities and “disillusionment” with the future rang out across social media. Counterarguments pointed at the role of the police, with rumours circulating online alongside CCTV footage, that suggested a pursuit of two young local boys just before their tragic deaths.

As a criminologist, it is my job to understand the causes and consequences of criminal behaviour. I spend much of my time speaking to perpetrators about their lives and what they think lies behind the worst of their behaviours.

Most recently, I have been preoccupied with the motivations of people who violently attack others because of their difference, widely known as hate crime perpetrators. What I have learnt from speaking with these people is also useful for understanding what happened in Ely this week.

Police ‘reviewing hundreds of hours' of CCTV and social media footage

South Wales Police has so far recovered 180 pieces of body-worn footage from police officers at the scene, according to the force.

Officers are also going through hundreds of hours of public CCTV and videos posted on social media, it said.

Witness describes seeing police pursuit of teenage boys

A witness has described seeing a police van following two teenagers on an electric bike minutes before they were killed in a collision.

The resident said she was walking to her local shops on Monday evening when she saw two boys riding a bike along Stanway Road in Ely, Cardiff, followed “seconds later” by the van.

She claimed she saw the van on the other side of the road as it passed her.

“They were on the other side of the road, and they took it wide,” the woman, who only wished to be called Leanne, said.

“It was faster than they normally go round here. If you’re coming round that corner – no lights and no sirens – how do I know you’re there?”

Mr Drakeford said there is “repair work to be done” between police and the community of Ely.

He said: “Well, I think there is repair work to be done in that relationship.

“I think there has been an anxiety, not just this week but over a period of time, that the police don’t have the capacity they need to respond to crime committed or antisocial behaviour that takes place, and if people don’t have confidence that if things go wrong and they don’t get the response that is needed, that can breed a longer-term sense of lack of trust in public authorities.”

He said: “There are questions for police to answer, we know they have referred themselves to the independent investigation service, we must allow that to do its job.

First minister defends crime commissioner

The first minister of Wales has defended a police and crime commissioner (PCC) who denied officers had been chasing two teenagers on a bike minutes before they were killed in a road accident.

Mark Drakeford suggested Alun Michael, the PCC for South Wales, was “entitled” to rely on information supplied to him by South Wales Police.

Mr Michael had denied there had been a pursuit but was contradicted within hours by video footage showing a marked police van following two boys on a bike.

He later said he had been “assured and I am still assured youths were not being chased by the police at the time of the road traffic accident”.

Mr Drakeford said calls for Mr Michael to quit were to “trivialise the reaction to these tragic events”.

“I’m very determined not to turn anything that happened in Ely into a political football involving individuals,” he told the BBC.

Reputation damage will take years to recover, says first minister

It will take years for the Ely community’s reputation to recover, the Welsh first minister has predicted.

Mark Drakeford said he had “sorrow” for the family and friends of the teenage boys who died on Monday, but also for the wider community.

“My main thoughts were of just profound sorrow for two young lives that have been lost and their families and their friends, and everything it will mean to them,” he told the BBC.

“All I can tell you is that we have done our best given the circumstances we have faced with the information we have had,” she said.

“We have been as honest and direct, and I’m here today to give the information we have now.

“I’ve still got hundreds of hours of investigation that will need to take place.

“At 17.59.40 CCTV shows the bike travelling towards the police vehicle in Frank Road, the bike then turns around.

“18.00.52 the bike is then followed by the police vehicle. You can already see on CCTV images that there were no blue lights or sirens in use.

“18.01.18 police vehicle is at New Church Ely roundabout and travels through Archer Road, Stanway Road and Howell Road.

“18.02.31 police vehicle turns onto Grand Avenue.

“18.02.18-18.02.41 this is the approximate time of the road traffic collision that took place on Snowden Road. At the time of the collision, the police vehicle is in Grand Avenue, half a mile away from Snowden Road.”

The families of the two boys who died have issued grief-stricken tributes to them and appealed for peace in the area.

Harvey’s family said: “Our hearts are truly broken by the sudden death of Harvey, our much-loved son, grandson, brother, nephew, friend, and boyfriend.

“He lived life to the full, he had a big heart and deep down he truly cared. He was a best friend to Kyrees, and our thoughts and prayers are with his family also.

“We ask for peace within the community and request that people leave the investigation to the police so we can get the answers we so desperately need to lay Harvey to rest.

“As Harvey’s mum I want to remember our son as the fun and loving son that he was and not as the media are portraying him now.”

Kyrees’ family said: “Kyrees was a loving, caring handsome young man, a loving son to Belinda and Craig, little brother to Aleah and Jordan and a special uncle KyKy to Myra.

“He was loved so much by his grandparents and aunties and uncles and his many cousins.

“Him and Harvey along with Niall were best friends since they were young and went everywhere together, they both had so many friends and were very well liked doing many things together, having fun & laughs!!

Newly-emerged CCTV footage appears to show a police vehicle driving behind an electric bike minutes before a fatal crash which killed two teenagers and sparked a riot in Cardiff.

Two teenage boys – Kyrees Sullivan, 16, and Harvey Evans, 15 – were killed while riding an electric bike in Ely on Monday evening, in a crash police said was followed by “large-scale disorder” in which 15 officers were injured, with cars torched and fireworks set off.

South Wales police and crime commissioner Alun Michael suggested on Tuesday morning that rumours of a police chase prior to the crash had become “rife” shortly before locals clashed with officers, but said this version of events “wasn’t the case”.

However, CCTV footage emerged hours later appearing to show a police van driving behind an electric bike on Frank Road in Ely, some 900m from the scene at 5.59pm, minutes before the crash.

The parents of Kyrees Sullivan, 16, and Harvey Evans, 15, had been to see them at hospital and had been kept updated by South Wales Police, a family friend said.

“I’m OK in myself, I’m just absolutely devastated and heartbroken for my friends. My heart is hurting,” they said. “That’s the little boy I used to babysit and push around in a pram. It is so, so sad. They both went to see their boys yesterday and they are both very numb and haven’t gone much to say at the moment.”

The friend said the video circulated on social media supported claims a marked police van was following the teenagers in the Ely area of Cardiff.

They believed the boys had got away from the police by riding up Stanwey Road, which is blocked off to traffic at one end, and had then ridden onto the adjacent Snowden Road where the crash occurred.

South Wales Police have said they are investigating claims of a pursuit but said the collision had already happened when the first officers arrived on the scene.

“The reason why the police wasn’t on the scene is because the boys have gone through a blocked street and the police knew they couldn’t go that way so they have turned onto Grand Avenue, which led the boys to cut through onto Stanway Road onto Snowden Road,” they said.

“The police have already stated they were on Grand Avenue and they were not on the scene. They weren’t on the scene because they lost them.”

Appearing on the BBC Radio 4 Today programme for a second day in a row, Alun Michael said: “Information emerged after we had done the interview (on Tuesday) which has to be investigated, and the question has to be asked of whether there is a connection between earlier events and the road traffic accident itself.

“We have to look at the facts of what actually happened on Monday. I am assured and I am still assured youths were not being chased by the police at the time of the road traffic accident.

“The road traffic accident is being carefully investigated but there wasn’t a police vehicle in the road where and when the actual accident happened.

“The impression that was given was that of youngsters being chased by the police and an accident happened, an immediate one to the other. That I am still assured is not what happened but information emerged of the vehicle and the youngsters in the same street, a different street, shortly before the event, that of course then comes into something that should be investigated.”

When broadcaster Martha Kearney suggested that this leaves open the possibility of a police chase, he replied: “It leaves open the possibility. I was assured there was not ... police chasing the individuals at the time the accident happened. That there may have been something earlier is of course something that should be fully investigated.”

The mother of one of the teenagers whose deaths in a road accident sparked a riot begged for a stop to the violence – as her son’s body lay in the street where he died.

Kyrees Sullivan, 16, and 15-year-old Harvey Evans were killed in the Ely area of Cardiff while riding an electric bike.

At around midnight Belinda Sullivan, Kyrees’s mother, pleaded with the rioters to stop because her son’s body remained at the scene of the collision.

Writing on Facebook, she said: “My son is still laying on the floor due to this riot.

“I’m sat at home heart broken.

“There are two families broken right now I just want to see my son and I can’t because of this riot that has happened.

“Please I beg you all to stop and let my son be moved to hospital so I can see him we need to see our sons.”
