Beaufort inks contract with city manager. Here’s how much Scott Marshall will earn

The city of Beaufort and Scott Marshall, its new city manager, have signed a contract that finalizes his salary and start date and other details.

Council members voted 5-0 last Tuesday to hire Marshall, who is currently Beaufort County’s human resources director. His contract was signed on Friday.

Here’s the highlights:

Marshall will begin work Jan. 18.

He will earn $150,000 annually. Mayor Stephen Murray says that falls in the middle of what city managers are paid in the region, with salaries ranging from $140,000 to $180,000. “It’s competitive but is not overly generous — but it’s not on the lower end either,” Murray said.

The city will pay Marshall $600 a month for a vehicle allowance to be used to purchase, lease or maintain a vehicle. He’ll be responsible for insurance.

The city will match his retirement plan contributions, up to 3%.

Beaufort residency is required, but Marshall already lives in the city.

Marshall will get 6.4 weeks of annual leave, which includes both sick leave and vacation.

Marshall will replace Bill Prokop, who announced in September that he was retiring.

The city will see a more than $30,000 in annual savings as a result of the change in leadership, Murray noted. Prokop, who was hired in 2015, earns $180,000 annually. The city also is contributing 6 percent toward Prokop’s retirement.

Marshall, 55, has a bachelor’s degree in political science and psychology from Eastern Michigan University and a Master of Public Administration from American Public University. He also has a Master Certificate in Human Resources Management from Villanova University. He is a graduate of the Gettysburg Leadership Institute and a member of the International City and County Management Association (ICMA).

He is the co-author of an ICMA publication on hiring veterans in local government.

Virginia Marshall, Marshall’s wife, is a paramedic and public information officer with Beaufort County Emergency Medical Services. The couple have two adult children.
