Speaking at commencement exercises at American University in Washington, DC, President John F. Kennedy announces that the United States will not hold any further atmospheric nuclear tests as long as other countries do not either. He also said that the U.S., Soviet Union, and Great Britain will begin 'high level' talks in Moscow to try to rescue the nuclear test ban treaty.
