Trump's speech will likely highlight his administration's "America First" agenda, a theme that has held constant in the 45th president's first year in office. The president and first lady Melania Trump have announced guests that will be joining them on Capitol Hill for the speech, including an Iraq War veteran, an Immigration and Customs Enforcement agent and fire prevention technician from Southern California.

The speech from the populist commander in chief will not be delivered without opposition, though, and many Democrats have planned to show their disapproval of Trump's both nationalist and often controversial platform.

Many female Democratic lawmakers have said they plan to wear all black as a show of protest comparable to the "blackout" seen at this year's Golden Globes.

"This is a culture change that is sweeping the country, and Congress is embracing it," said Rep. Jackie Speier (D-CA) to HuffPost.

While a number of Democrats -- including vocal Trump critics Reps. Maxine Water and John Lewis -- are planning to boycott the Tuesday night speech, other blue lawmakers will be using their crowd attendance as an opportunity to bring guests that symbolize a resistance to the Trump administration's platform.

Sen. Kirsten Gillibrand (D-NY), for example, will be bringing San Juan Mayor Carmen Yulín Cruz to the speech. Cruz was outwardly critical of President Trump's handling of Hurricane Maria's devastation in Puerto Rico.
