"We will be ready to move forward in developing and restoring relations [with the U.S.]," said Dmitry Peskov, Kremlin spokesman, in remarks reported by Russian news agencies.

"Insofar as our American partners are ready for this," he added.

But on the question of whether the United States has to make the first step, Peskov replied, "Here the question of political will is important."

"The Kremlin has its own working agenda, and we are most seriously engaged with that – that is the most important thing," Peskov said. "Of course the U.S. presidential elections are an important event, one that we will of course monitor along with other international events."

The Obama administration has publicly blamed Russia for the July DNC hacks, and Democratic presidential nominee Hillary Clinton's campaign has taunted Republican presidential nominee Donald Trump for an alleged coziness with Russia and President Vladimir Putin. Trump has denied overtly liking Putin, saying in October, "I don't love, I don't hate. We'll see how it works, we'll see."
