Toddlers are often tough to keep in one place and prone to getting themselves in trouble.

An image showing a young child in Spokane, Washington, fixed to a fence with a bungee cord is raising questions as to whether the mother was trying to contain the child, or if the little one managed to do that job on her own.

Matt Knight, who lives in the neighborhood, took the photo on Wednesday evening and placed a call to authorities.

He also spoke to area station KHQ, noting, "That strap or bungee cord was pretty much at neck level. She was up on her feet, but she was kind of struggling around her neck."

The child's mother has since come forward, saying the girl got herself tangled up in the cords.

According to the New York Daily News, "...no charges are pursued because there [were] no obvious signs that the toddler was tied to the fence intentionally rather than getting herself entangled accidentally."
