Louisiana flooding: At least 13 dead; 70,000 apply for disaster aid

Secretary of Homeland Security Jeh Johnson traveled to Baton Rouge, Louisiana on Thursday to meet with officials in areas affected by severe flooding.

The historic flooding has killed at least 13 people and displaced tens of thousands more. The American Red Cross has called the devastation the worst natural disaster since Superstorm Sandy in 2012.

Most of the state received at least a foot of rain since Friday, with some areas getting as much as 30 inches, according to the National Weather Service.

"It turns your heart upside down," meteorologist with NWS Roger Erickson told NBC. "You think it's over, and then it starts raining again."
