National Ice Cream Day isn't your average food holiday conjured by big corporations to give out freebies and market more products. Instead, President Ronald Reagan actually declared July as National Ice Cream Month in 1984, and in a very serious proclamation, made the third Sunday of the month National Ice Cream Day.
"I call upon the people of the United States to observe these events with appropriate ceremonies and activities," Reagan wrote.
On July 21, Halo Top is giving away thousands of free Halo Top Pops, while supplies last. There are a few ways to snag the deal:

Participating stores and kiosks will be handing out free Dippin' Dots ice cream during a two-hour window (hours will vary by store). Find your nearest location here and check to see if and when you can snag the deal.

His main reasoning: Everyone loves ice cream. Reagan said that ice cream "is enjoyed by over 90 percent of people in the United States," and stated that in 1983 alone, it generated $3.5 billion in annual sales, provided thousands of jobs for citizens and contributed "substantially to the economic well-being of the Nation's dairy industry."
