Delta's CEO just reignited the nastiest feud in the airline industry by accusing Qatar Airways of violating a deal with Trump administration

Delta Air Lines CEO Ed Bastian wrote a scathing op-ed on Friday accusing long-time foe Qatar Airways of using its relationship with Air Italy to violate an agreement between the Trump administration and the Qatari government.

In the op-ed, Bastian accuses Qatar Airways of using government subsidies to bankroll Air Italy's expansion into the US will billions of dollars in new Airbus and Boeing jets.

(Qatar Airways purchased 49% of a small Italian airline called Meridiana in 2017 and rebranded it Air Italy earlier this year.)

This, according to Bastian, is in violation of an agreement struck earlier this year between the Qatari government and the Trump administration in which Qatar Airways would not add any more fifth-freedom flights.

(The fifth freedom of the sky is the right to fly between two foreign countries on a flight that either begins or ends in one's own country.)

Bastian suggests that Air Italy's flights between Europe and the US are de facto Qatar Airways flights.

"Qatar is back to their old tricks, thumbing its nose at the Trump Administration with its clumsy scheme to get around its promises," Bastian said.

Neither Qatar Airways nor Air Italy was immediately available for comment.

The article, published on the airline's website, further enflames the recently reignited feud between American, Delta, and United and their Middle Eastern rivals Emirates, Etihad, and Qatar Airways.

Pardon us for staring at the computer -- we're really busy

From opening the door of an incoming flight to coordinating assistance for wheelchair passengers and children traveling alone to preparing the same plane to depart again, gate agents have their hands full. They also deal with last-minute seat assignments, upgrades, customer questions, and crew or maintenance issues. When they seem like they're tapping endlessly on archaic computers for no reason, they're actually accomplishing countless tasks in limited time. We can't upgrade you for wearing a tie

The myth that dressing well gives you a better chance at a business class upgrade has been around for some time—and perhaps it was once true. Instead of picking the smartly dressed, though, today's agents follow a priority list, starting with elite frequent fliers. Not following that list, especially when customers can view that information on airline apps, is a big no-no. The only time an agent might upgrade someone for free is if economy class is overbooked and there are no more eligible passengers on the upgrade list.


We can get you a better seat -- if you ask nicely

As eligible passengers are upgraded, more (and often better) seats in economy class will free up. Plus, seats that were previously blocked can now be assigned, so you could ask for an upgrade to a seat with more legroom. Don't panic if you don't have a seat assignment

This doesn't mean that the flight is overbooked or that you are not confirmed. Because many airlines block seats for families or those who need assistance, there may be times when you won't get a seat assignment right away; other seats might be blocked for frequent flier elite members or still open for sale. If you opt not to pay for a seat in advance—or couldn't pick one at check-in—never fear. Gate agents are working hard to get you an assignment before departure. Keep an eye on the standby list for your name.


Occasionally, we can hold a flight for you

Airline computer systems can alert agents to passengers who might miss a flight because of a late connection. In fact, gate agents are monitoring the record of passengers who might be en route to determine if they should give their seat away to someone else (but only if it is clear the passenger won't make it). They even have a term for late passengers who scurry to the gate: "runners."

If a large group of passengers is delayed by a flight—or if the agents are boarding the last flight of the day—they might hold a plane. But they have to weight a lot of factors: For example, will the crew "time out?" (Pilots and flight attendants can only work a limited number of hours.) On the other hand, they don't want to strand any unaccompanied minors or elite frequent fliers. In other words, you could get lucky if you're running late—but don't count on it.


If you're really late we'll give your seat away

If boarding has finished before you breathlessly charge the gate, there's a good chance the agent will have given away your seat. Agents have to print paperwork listing all of the passengers, plus weight and balance information about the plane, which pilots use for flight calculations. To let a late passenger on the plane, the gate agent would need to redo all that paperwork, delaying the flight even more. The computer picks the compensation for bumping -- not the agent

When you're angling for more benefits, the agent can't do much—the computer is calculating how badly the seats are needed and how much of a travel delay it would cause you; then it derives your compensation. Most agents don't have access to airline lounge passes or drink vouchers, so attempts to finagle more goodies most likely will prove futile. However, you could politely request that the agent ask a supervisor if it's possible to offer more. Just don't get your hopes up. Airlines from the European Union—and U.S. carriers operating from it—are subject to strict guidelines on what they can offer passengers if a flight is delayed, canceled, or oversold. Misbehaving can go on your permanent record

Seriously: Although each airline is different, agents can and do make comments on a traveler's record. While the agent may have to search for the info, your nasty behavior or comments in the past can haunt you when you travel—you could even be more likely to get bumped from future flights if you've been really disruptive. The subsidies, the US carriers contend, are in direct violation of the "fair competition" stipulated by the Open Skies agreements that govern air travel between the US and the United Arab Emirates and Qatar.

The Middle Eastern carriers all deny the existence of subsidies and have accused US airlines of unfair attacks.

Bastian has long been a critic of the Middle Eastern trio and particularly Qatar Airways.

"Qatar Airways is just a government agency that bleeds money," Bastian told Business Insider in a 2017 interview. "If you look at their financial results, they weren't the worst performing airline in the world, Alitalia and Air Berlin were worse than them. Qatar was third."

In May, the governments of the United States and the United Arab Emirates agreed to settle their differences on air transport between the two countries. This agreement, along with a similar deal the Trump administration made with the Qatari government in January, looks to have effectively ended the long-running dispute.

Turns out, the feud is far from over.

"How Qatari state subsidies flow to an obscure Italian airline, circumventing a key agreement with the U.S. and putting thousands of American jobs at risk.

A Deutsche Bank airline analyst asked a question recently: "Who is funding Air Italy's losses?"

In a Dec. 7 report, the firm noted the obscure Italian carrier produced a negative pretax margin - i.e., a loss - of 18.4 percent last year, on top of a negative margin of 9.2 percent in 2016, representing losses of hundreds of millions of euros. Yet despite its financial hemorrhaging, the airline suddenly has a fleet of brand new jets, and has announced a major global expansion of flights between Milan and North American cities including New York, Miami, Chicago, Los Angeles, San Francisco and Toronto.

It doesn't take Sherlock Holmes to solve this particular mystery. The airline's benefactor is Qatar Airways, the government-owned airline of Qatar, which recently acquired 49 percent of Air Italy. Even though Qatar's recent financial statements (which remain opaque) show that it is one of the worst performing airlines in the history of the airline industry with over $2 billion of operating losses over the past three years, Qatar has been giving its new acquisition billions of dollars' worth of new airplanes, including Boeing 787 and 737 jets, with plans to deploy larger Boeing 777 and A350s as well. Qatar is using the tiny, close-to-defunct Air Italy to skirt its promise to the U.S. to not add so-called "Fifth Freedom" flights to the U.S., which are routes that operate outside of a carrier's home country - such as nonstop flights between the U.S. and Europe.

Qatar's promise was part of an agreement with the U.S. in which Qatar said it would finally take steps toward fair competition in aviation, after it had enjoyed the benefits of billions of dollars in government subsidies. These subsidies drove U.S airlines out of the Mideast and India, and threatened thousands of airline jobs in the U.S.

Only months later, Qatar is back to their old tricks, thumbing its nose at the Trump Administration with its clumsy scheme to get around its promises. These Italian routes, already highly competitive and well-served by existing carriers, are simply not economically viable without Qatari subsidies. By flooding these markets with subsidized capacity and dropping prices far below cost, Qatar is launching another assault on U.S. airline employees and travelers, and disrespecting the Administration.

We shouldn't be surprised, given that if it played by the same rules as everyone else, Qatar Airways simply wouldn't exist. It's remarkable that in an era when global aviation is thriving, Qatar must keep its state-owned airline aloft with a massive infusion of subsidy dollars. The airline lost $1.3 billion in its most recent fiscal year, flew fewer passengers, and has said it may ask its government for another capital injection.

Thankfully, these concerns have gotten the attention of Congress. More than a dozen U.S. senators recently sent letters to the administration raising their concerns about the Air Italy-Qatar connection and its impact on U.S. jobs.

As the CEO of Delta, my No. 1 job is taking care of our 80,000 employees, who are the best in the business and work hard every day to ensure all of our flights are safe and reliable. On their behalf, I join those Senators in asking the Trump Administration to examine this situation and send a strong message to the Qatari government that these actions simply won't be tolerated.
