Polycom Video Collaboration is a Safety Valve to 42 million Residents of Liaoning Province, China in Times of Severe Flooding
Polycom HD video conference solutions have contributed to flood control safety in Liaoning Province by providing unified management of emergency response teams with multiple system backups in low bandwidth environments
SAN JOSE, Calif. & LIAONING PROVINCE, China--(BUSINESS WIRE)-- The catastrophic flood that recently occurred in Fushun, Liaoning Province, China severely affected more than 316,000 people in the path of the dangerous waters that were unleashed, and the general population felt a direct economic loss of over ¥7 billion (approximately US$1.1B). In the face of this disaster, Governor Chen Zhenggao convened an emergency video conference at the province's Flood Control and Drought Relief Headquarters. By using video solutions from Polycom, Inc. (NAS: PLCM) , the global leader in open, standards-based unified communications and collaboration (UC&C), emergency management teams were able to analyze real-time flood data, discuss relief methods, and identify mitigation and assistance actions to be taken, aiding thousands of people in the affected areas.

In 2012, following the tragic "8-04" flood, the Water Resources Department of Liaoning Province established a flood emergency response platform, implementing a Polycom HD video conference system with 127 cameras monitoring reservoirs and critical water courses across the province. With this platform, government officials organized comprehensive discussions on the impact of the event and decided how to address the associated issues.
"The Polycom video conference system has played a critical role in our flood control work," said the director of the information center of the Water Resources Department said. "The information platform has improved our cross-regional coordination and emergency response capabilities, and it is efficient and easy to operate."
The Polycom HD video conference system is a valuable tool for water resource and emergency response departments because of its real-time features. The Polycom® RealPresence® Collaboration Server 2000 and 4000 HD multi-point control units, Polycom® RSS™ 4000 HD recording-broadcasting server, and Polycom® HDX® endpoints have been integrated into the governmental flood and drought control platform to meet future command requirements. These solutions offer ease of use and technical support, allowing officials to promptly call flood control meetings and manage relief activities by facilitating face-to-face discussion and decision-making processes for emergency teams.
Full HD in Low Bandwidth Environments
When disasters do occur, governmental personnel need to receive first-hand information. Polycom HD video solutions can meet this need through industry-leading video collaboration, with 1080p 30fps point-to-point HD video conferencing and 720p 60fps end-to-end full motion HD broadcast quality. This ensures quality of remote transmission for clear broadcast of scene images and videos.
Reliable System Backup and Safe Transmission
Flood control meetings involve specialists and officials managing crises at different governmental levels, and stable operation of the system is critically important. Polycom HD video solutions provide a 24/7 secure operating environment. The "hot" standby MCU can guarantee consistent conference uptime, since the backup system will be automatically activated if the main system were to ever fail. In addition, the failover process requires no human intervention, further ensuring reliability and stability.
Efficient and Convenient Management
In a breaking flood emergency, video conferences are often called at short notice and involve a number of different venues. IT teams are responsible for technical support covering a wide range of equipment maintenance. Polycom collaboration systems can centrally manage both video conferencing devices and multiple meeting rooms on one platform, facilitating scheduling and office automation.
"With the rapid development of video communication technology, governments can benefit from the important role collaboration can play in flood emergency response," said Steven Li, General Manager of Polycom's Greater China region. "We hope, through Polycom customized video collaboration solutions, that we can help build visual capabilities for those teams who are responding to emergencies, helping them to protect lives and reduce losses."
