A: The majority of U.S. presidents have only served two terms. The rule against a third term was informally instituted by President George Washington, who openly refused to seek a third term, suggesting that more than eight years in executive office too closely resembled the monarchy from which America had just split. Only Franklin Roosevelt broke the unofficial rule, seeking a fourth term. Shortly after he passed, Congress pursued and eventually passed the 22nd Amendment, which formally barred any president from serving more than two terms in office.
