Colorado authorities are investigating the horrific scene two women discovered last week.

More than a dozen dead horses were found inside a barn in Black Forest.

Diana Ragula rents property near the area and says her dogs got loose and ran to the barn. She had her daughter-in-law, Denise Pipher, look inside and she found the horses rotting under tarps.

Pipher told KREX some had been there for so long that only their skeletons were left.

She said, "And then she started stepping all over, seen all these bones, and the feces are 6 feet deep in there. It's just horrible."

There were at least eight horses still alive but in very bad shape. The Associated Press reports investigators couldn't legally seize the living horses because they were not in immediate danger.

KKTV reports the owner of the horses is not facing any charges, but is under supervision and the sheriff's office is investigating the horses cause of death.

But the community thinks more should be done. Members started a petition on Change.org calling for police to take action against the owner. Monday morning it had more than 850 supporters.
