Accused embassy rapist lured victim to Mexico, photographed her naked and unconscious: feds

A former U.S. government employee accused of sexually assaulting more than 20 women over the years once lured one of his victims to Mexico City and photographed her naked body after she “blacked out,” federal authorities said in newly unsealed court documents.

Brian Jeffrey Raymond, who worked for the American embassy in Mexico, met the California woman in 2017 and convinced her to visit him in that country’s capital in November 2018, according to an arrest warrant filed last week and obtained by The Daily Beast on Wednesday.

Videos and photos found in his electronic devices and iCloud account show the woman “nude and unconscious” as a “male hand” is seen pulling down her underwear to “reveal her genital area,” the document states. The alleged victim told prosecutors she was not aware those images existed and did not consent to Raymond touching her body while she was unconscious.

The incident is one of several disturbing allegations described in the latest court papers, which detail other lewd images reportedly found in his possession.

The 44-year-old suspect, who has been labeled an “experienced sexual predator,” was arrested in October, about five months after Mexico City authorities found a “naked, hysterical woman desperately screaming for help” from the balcony of his apartment, which was leased by the U.S. embassy, prosecutors said.

The investigation revealed numerous other claims of abuse and dozens of lewd photos and videos stemming for about a decade. Some of the images appear to show Raymond inserting his finger into his victims’ mouths or waving around their limbs to show they were unconscious, according to officials.

The suspect, whose former role with the embassy remains unclear, claims the sexual encounters were consensual.

Raymond was initially charged with one count of coercion and enticement, but the latest warrant charges him with two new counts of sexual abuse.
