MOUNTAIN VIEW, Calif. -- The Silicon Valley is leading the rest of the country out of the recession with increased jobs, income and initial public offerings last year, according to a new regional report, which found that employment growth in the region has returned to levels last seen during the dot-com boom of the late 1990s.

The 2013 Silicon Valley Index credits the tech industry with spurring economic growth across the broader Bay Area. But the report also finds that Hispanics and African-Americans in the world's high-tech center became increasingly marginalized.
