Pepco Holdings Promotes O. Ray Bourland to Vice President, Public Policy

WASHINGTON--(BUSINESS WIRE)-- Pepco Holdings, Inc. (PHI) is pleased to announce the promotion of O. Ray Bourland to vice president, public policy, from director and counsel for public policy, effective Nov. 1.

Bourland will develop PHI's position on strategic policy issues at the federal and state levels throughout our service area and ensure their alignment. He will continue to develop and sustain relationships with community, legislative and regulatory leaders in all four jurisdictions.

Parker, PHI senior vice president, government affairs and corporate citizenship. "He understands PHI's policy strategies and the federal and state landscape, and his dedication to the advancement of these initiatives will be critical to this role. We look forward to his leadership."

Bourland served as Allegheny Energy's director of state affairs for Maryland and Virginia. He also worked for the Maryland Public Service Commission for 25 years, including nine years as the Commission's chief hearing examiner and three years as its executive secretary. He provided significant stakeholder mediation services at the Commission while leading its electric industry restructuring work groups. He also practiced energy law for a legal firm in Annapolis, Md.

Bourland earned a bachelor's degree from Gettysburg College and a Juris Doctor from University of Maryland School of Law. He serves on the board of the National Capital Area Council of the Boy Scouts of America and is a member of Maryland's Strategic Energy Investment Fund Advisory Board.
