Motorola Solutions, International Association of Chiefs of Police Recognize Outstanding Law Enforcement Programs

IACP's 119th annual conference in San Diego setting for recognition of winning police departments from Albuquerque, N.M.; Fontana, Calif. and Lighthouse Point, Fla.

SAN DIEGO--(BUSINESS WIRE)-- (IACP, Motorola Solutions, Booth #2104) -Innovative law enforcement programs from around the world were honored today with the 20th annual IACP/Motorola Webber Seavey Award for Quality in Law Enforcement. The award, sponsored jointly by Motorola Solutions, Inc. (NYS: MSI) and the International Association of Chiefs of Police (IACP), this year honors programs targeting serial criminal activity, youth intervention and transient interdiction. The winners include the Albuquerque, N.M.; Fontana, Calif. and Lighthouse Point, Fla. police departments.

KEY FACTS

  • The Albuquerque Police Department is being recognized for its "Organized Crime Unit (OCU)," which works directly with private sector partners to identify, investigate and arrest offenders involved in serial criminal activity. In less than nine months, the OCU made 132 felony and 62 misdemeanor arrests, and nearly 100 cases were forwarded to the district attorney's office for felony prosecution. Other jurisdictions are building on this initiative to address property crime.

  • The City of Fontana Police Department, in collaboration with the Fontana Unified School District, is tackling serious issues facing at-risk youth from middle through high school with its Fontana Leadership Intervention Program (FLIP). FLIP is an intensive, 16-week,community-based program targeting factors such as gangs, domestic violence and truancy and then taking a holistic approach to teach youth skills and strategies for improved academics and dealing with real-life issues. At one high school, truancy dropped 87 percent and defiant behavior decreased 65 percent during the school year.

  • The Lighthouse Point Police Department realized the city's proximity to large urban areas made it a desirable target for transient offenders using stolen vehicles or stolen license plates to enter the city and commit burglaries to vehicles, residences and businesses. Through the Transient Offender Interdiction Program, police use license plate recognition technology to create a perimeter monitoring system to increase interception of these offender vehicles entering the city. Lighthouse Point Police increased the recovery of stolen vehicles and burglary clearances by 220 percent during the first 11 months of the Transient Offender Interdiction Program.

  • The Webber Seavey Award is named for IACP's first president. The 2012 award attracted a field of more than 60 applicants from around the world sharing their positive experiences with peers in the law enforcement community.

SUPPORTING QUOTES

Walter A. McNeil, IACP president and chief of police, Quincy Police Department, Quincy, Fla.

"The IACP is once again proud to sponsor theIACP/Motorola Webber Seavey Award for Quality in Law Enforcement, and we congratulate each of this year's outstanding winners. This award is presented annually to agencies and departments worldwide in recognition of excellence in police work. Focusing on strengthening community relations, communications and promoting overall law enforcement, this year's winners are once again prime examples of effective law enforcement community programs to be emulated by their public safety peers around the world."

Raymond D. Schultz, chief of police, Albuquerque Police Department, Albuquerque, N. M.

"The Albuquerque Police Department is humbled to be honored as a recipient of one of the 2012 IACP/Motorola Webber Seavey Awards. The department, while working in partnership with numerous retail, hospitality, construction and banking partners, realized that serial offenders were victimizing each of these industries. The Organized Crime Unit (OCU) works with our private sector partners and is able to quickly identify offenders and their activity by using a real-time information web-alert system to share information both inside and outside of the law enforcement community. Through this information and OCU's follow-up investigations, criminals whose offenses could not be previously linked can now be identified, investigated, arrested and prosecuted for their crimes."

Rodney Jones, chief of police, City of Fontana Police Department, Fontana, Calif.

"On behalf of the Fontana Police Department and the Fontana Unified School District, I am honored that our Fontana Leadership Intervention Program (FLIP) is a recipient of the prestigious IACP/Motorola Webber Seavey Award. The program has previously received awards from the San Bernardino County Juvenile Justice Department, California Police Officers Association and the California Department of Juvenile Justice. This IACP recognition is another positive affirmation of the tremendous success of FLIP in our community. To be selected among the other very competitive Webber Seavey programs is humbling. I thank IACP on behalf of FLIP."

Ross Licata, chief of police, Lighthouse Point Police Department, Lighthouse Point, Fla.

"On behalf of the Lighthouse Point Police Department, we're honored to have been selected as a recipient for the 2012 IACP/Motorola Webber Seavey Award. The members of our agency are extremely proud of our Transient Offender Interdiction Program and the significant benefits this program has provided to the residents of our community. Through the innovative use of a 26-camera license plate recognition system carefully deployed at strategic locations around our city, coupled with an agency-wide collaborative and innovative use of LPR resource data, important intelligence information was utilized in the recovery of more than half a million dollars in stolen property and the solution of many serious crimes that otherwise would have gone unsolved."

Jack Molloy, regional vice president, North America Government, Motorola Solutions

"Each year for the past two decades we have been duly impressed by the compelling and innovative law enforcement initiatives recognized by the IACP/Motorola Webber Seavey Award. And this year is no exception.
