Since land space is often a hot commodity in CityVille, you likely try to fill your town with as many high-population homes as possible, rather than "wasting" all of that land space on homes that offer only a few citizens each. To help you out in this endeavor, you can now place and build a British Palace in your town. This British Palace is available to users that have reached at least Level 30 in the game, and it comes with its own goal to complete as well.
The goal itself has three tasks, rewarding you with 100 XP and three energy for completing them all:

Ask for 10 UK Flags
Collect from 20 British Businesses
This doesn't have to be a series of 20 different British businesses, but rather you collecting from British businesses 20 different times in total. As for the British Palace itself, this is a building that's reminiscent of the French Chateau in that you'll need to spend your own energy (or ask for your friends to send you some) until you've reached the 200 mark in the building progress bar. Each individual energy point you spend offers your British Palace one point towards its construction, and you can spend energy 1 or 10 at a time.
You'll also need 10 UK Flags to complete the construction of the British Palace, with these being earned by asking your friends to send them to you directly. Luckily, collecting the ten flags for the goal above seems to carry over into this feature itself. Once you've finished the construction on the British Palace, you'll have a home that offers at least 1,350 citizens to your town, with the potential to be upgraded to offering 2,190 citizens. You'll be able to collect 200 coins in rent form the home every day, and of course it applies to the British theme in terms of bonus decorations and the like.
Since this is the second structure released in the game to feature this building progress menu, it's likely that we'll see more of them released in the future. We'll make sure to let you know if and when additional items are released so keep checking back!
