Obama Challenges Congress With 'a Sputnik Moment'

President Barack Obama used his 2011 State of the Union to outline an ambitious plan to "win the future" -- calling for renewed investment in American technology, infrastructure and education, while simultaneously calling for a more streamlined federal government and a reduction of the deficit.
