Dog may be man's best friend. But video has the dog's back.

Video surveillance captured two cases of extreme dog abuse in the same Manhattan public housing building- oneof them this past weekend. The perp in that incident, heartless and cruel Tiara Davis, was arrested Monday.

Sunday's incident left Sparky, a 4-year-old Pomeranian, unconscious, according to the ASPCA.

Things began to go wrong in the Grant Houses in Morningside Heights, when Davis waited too long to take her dog out to relieve himself.
