Man torments children to enforce homeowner association rules

WILMINGTON, N.C. (AP) - A North Carolina homeowners association president has been ordered to stay away from children in his development after parents complained that he went too far in enforcing traffic rules.
Judges have ordered Dennis O'Bannon, 62, to stay away from several children in the Pelican Reef subdivision, the Star-News of Wilmington reported Thursday.
