Description:The Highland Park City Council Monday night approved a waiver allowing a neon sign to stay on at Madame Zuzu’s Tea Shop in the North Shore suburb. Smashing Pumpkins frontman Billy Corgan is the shop’s owner, which opened its doors in the fall of 2012. Corgan said a misunderstanding of city ordinances led to the sign, which is eight times the legal size, to be installed. (2:06)
