According to the New York Daily News, the 19-second clip was likely to have been recorded by two people who happened to drive by the scene. The video was re-posted on YouTube Saturday, and apparently was first posted on March 10.

As of Monday morning, the date, location and circumstance weren't entirely known.

The NYPD is currently investigating, but according to a police source, the sergeant in the video is now a lieutenant, the New York Daily News reported.

"A preliminary review of the video revealed that this is not a recent incident, however it has been forwarded to Internal Affairs for further review," a police spokesman told the New York Daily News.

In 1993, New York City officers were banned from using chokeholds under Police Commissioner Raymond Kelly's order, the New York Daily News reported.

According to the New York Daily News, the video is more than two years old.
