Putin withdraws request to use force in Ukraine

MOSCOW (AP) -- Russian President Vladimir Putin asked parliament Tuesday to cancel a resolution sanctioning the use of military force in Ukraine, a move his Ukrainian counterpart heralded as a "practical step" toward bringing peace to a region roiled by a separatist insurgency.

Putin's announcement comes after pro-Russia rebels in eastern Ukraine said Monday they would respect a cease-fire declared by Ukrainian President Petro Poroshenko, raising hopes for an end to months of fighting that have killed hundreds and driven thousands from their homes.

A statement on the Kremlin website announced that Putin had asked the head of Russia's upper house of parliament to cancel his March 1 request authorizing the use of force on Ukrainian territory.

Russian parliament member Valery Shnyakin said the house would vote Wednesday on the issue, according to RIA Novosti.

Russian markets, which have been rattled by the crisis in Ukraine and a host of sanctions by the U.S. and the European Union against Russian officials and businessmen, soared 1.6 percent Tuesday after the news, reaching a four-month high.

The Russian leader had made the request after Ukraine's pro-Russian president was ousted in February following months of street protests. In March, Ukraine's Black Sea region of Crimea was annexed by Russia after being seized by troops that Putin later acknowledged were Russian army forces.

Putin's latest move reflects an effort to de-escalate the crisis ahead of a visit Tuesday to Vienna, where he is meeting with the Organization for Security and Co-operation officials who have helped broker peace talks between Kiev and Moscow.

Kiev and Western governments have frequently accused Russia of supporting the rebels in the east and of amassing troops on the border for a possible invasion of Ukraine. But Poroshenko, Ukraine's new president, lauded Putin's announcement Tuesday.

The cease-fire in east Ukraine appeared to be largely holding Tuesday, as soldiers at a checkpoint in Dovhenke, 50 kilometers (30 miles) north of the rebel stronghold of Slovyansk, were seen relaxing near the barricades or engaging in shooting drills.

Vladislav Seleznev, the spokesman for Ukraine's operation in the east, said rebel forces attacked a Ukrainian base north of Slovyansk late Monday but there had been no fighting overnight.

But at another government-controlled checkpoint just outside of Slovyansk, troops said they had come under sniper attack Tuesday morning.

Once again, Count Vlad the Put is puttin it to the west again.
Hmmm...let's see,.. Put is asking parliament to void his resolution of military force force against the Ukes but meanwhile stepping up his miltary & placing it on special alert.

And here's a twist:
Putin says that he has no control over the tens of thousands of the rebels but meanwhile, as if some sort of magic, they all concurred to his cease fire request unanimously.
LOL...what a riot!

He's playing the West. Notice how he's avouiding sanctions and how the Russian stock market rose. When he gets to a point where he sees that sanctions are no longer a liability, he will pursue his course.

He can ask the parliament to re-instate his original request to use military force & they could vote on that within the hour.

One needs to understand one thing:
Putin is a form of Pinocchio.
Everytime he speaks and acts his wooden nose gets longer and longer. At the rate he's going, the world would never run out of lumber

Yes it was Putin who overthrew the pro-Russian president and encouraged a fascist anti-Russian regime in Ukraine. It was Putin who ordered military personnel to use helicopters, jets, and other military forces to shell eastern Ukrainian cities full of innocent men, women, and children.

Wasn't ot Putin that invaded and annexed Crimea? Wasn't it Putin's man in Ukraine who shot maidan protesters. Wasn't it Putin that armed pro-russians and sent in Russian nationalist to run the operation in eastern Ukraine. wasn't it Putin that supplied them with arms and other nec. supplies. He's a lying dog...he will lie low for a while and if Ukraine doesn't do what he wants them to do he'll deceitfully invade. Is he gonna give Crimea back to Ukraine? Is he gonna pay for it? How can he get away with annexing a sovereign country? No other country has done that in the 21st. century. There are international laws against what he did. Sand, I believe the Maidan sniper shootings should be fully investigated, you might be surprised to who the evidence will lead to. And in case of Crimea, I give blessings to Putin for sending in troops to protect Russian people. God only knows how bad this situation would have been if Kiev started shelling Crimea too.
