Director Zhang Yimou Fined $1.2M for Having 3 Kids

BEIJING (AP) - Famed film director Zhang Yimou must pay more than $1.2 million in fines for having three children in violation of China's strict family planning rules, officials said Thursday.

A district government in the eastern city of Wuxi said in an online statement that investigators concluded that the director of "Hero" and "House of Flying Daggers" and his wife, Chen Ting, flouted family planning policies by having the children without approval and before they got married in 2011.

China limits most urban couples to one child and rural families to two if the first-born is a girl. Zhang, who has a daughter with his first wife, could legally have one child with Chen, but the two were not married when their first child was born and did not have a birth permit, in violation of China's rules.

The fines are based in part on the couple's annual income. The government of Wuxi's Binhu district said they earned a total of about $580,000 in the years before each of the children was born.

Reports that Zhang had violated the country's one-child rule started to circulate in May. Binhu authorities said they were put in charge of the investigation in July because Chen is a registered resident of the district even though she lives in Beijing.

By late last year, Wuxi family planning officials publicly complained they could not get in touch with Zhang, who eventually issued an apology for the "negative social impact" he had created and promised cooperation with investigators.

Zhang's studio confirmed in a statement that Zhang has fathered two sons and one daughter with Chen, but denied reports of other children born before they were married.

The case raised questions among members of the public about whether Zhang's social status had allowed him to dodge the family planning rules for years.

The district government said it adopted more severe standards in levying the fines against Zhang and Chen because their violations were particularly flagrant.

Zhang and Chen have 30 days to pay the fines. They may also seek an administrative review or file a court petition if they object to the fines.

Zhang could not immediately be reached Thursday for a response, although he said in December that he would willingly accept any punishment meted out in accordance with state rules.

One more thing...to the men who are good fathers....thank you! And our girls should be curtailed, too. The guys aren't the only 'wrong' ones....I didn't mean to imply that! Sorry, guys! They hit puberty....birth control should be mandatory!!!! Government issued! Seriously, the kids are the ones who get hurt the most!!! Not cool!!!

All I have to say is thank God for living in a Country where we are not that CONTROLLED. So, it is 'legal' to kill the daughter, but illegal to have more than 1-2 children. Wow, crazy

Horrible travesty of justice that China could impose such gross restrictions on its people!! I say Zang and Chen should leave that tyranny by any method they can and find a country that honors human life and human rights..Long live our beloved Republic! God bless America and her freedoms!

Im sure the Catholic Church would love to see as MANY Kids in the World as Possible , regardless of being on Govt. Funded Programs. They teach that to Illegals from Mexico (Contraception and Abortion is bad) Be fruitful , nevermind not having a Job or being a Citizen

My question is if they force this on the World why dont THEY pay to take care of these Kids?

Amazing that posters here are applauding a government law intervening into privacy by banning the number of children per family, but many of the same posters would scream bloody murder about any government intervening into privacy with any ban on abortion.

If abortion is a "personal, private decision in which the government may not intrude" then surely childbirth is the same.

Just sayin'.

I used to have a chinese manicurist who told me that if a woman becomes pregnant with her second child and works, the government comes into a workplace and forcibly removes them and forcibly perfors abortions....many of those children live.

some years ago i was in the grocery store and a sweet little chinese girl was talking to me while playing with a loaf of french bread. i looked down at her hand and part of it was missing. all that i could think was that part of her hand was torn off in a botched abortion attempt and she was then adopted out of the country. it was heartbreaking.

I completely disagree with you because you are only thinking about what a man wants (which what his penis wants) and abuse the "the sanction of marriage whether legal or living in the same house." Abortion should not be enforced but eliminated...but birth control should be enforced. A woman should not have sex if she isn't going to take responsibility if she gets pregnant...or a man should not have sex if he's not willing to pay the consequences. I believe it's mostly a man's fault...he can say it's not his baby or "I didn't have sex with her"...those are the two most popular excuses a man makes which I've heard many times from men that have impregnated my friends and family. If a woman knows "her husband (man)" is going to have sex with other women then he should have a vasectomy.

A law should go into affect in the U.S. that no one, while on welfare, can have children. If a person who is illegally in this country has a child while here the whole family has to be sent back to their country. (shouldnt be in this country anyway) If a person has a child outside these guidelines they have to immediately be taken away from them. I am tired of illegals having anchor babies and tired of people who are on tax payers dime making babies.
