Fed Chairman Ben Bernanke recently testified that he doesn't believe the Volcker Rule will be ready by July. The rule, which is a sort of Glass-Steagall-lite, was established after the financial crisis to tamp down on excessive risk at major Wall Street firms. Ilan and Austin discuss what the Volcker Rule is, and whether or not it will work.
